Hurtig RLock-implementering for CPython

Dette er en C-niveau implementering af en hurtig, re-entrant, optimistisk lås for CPython. Det er en direkte erstatning for threading.RLock, FastRLock er implementeret i Cython og tilbyder også en C-API for direkte brug fra Cythonkode via fastrlock cimport rlock eller cython.cimports.fastrlock import rlock.
