base package use to coordinate Plasma transitions

This package serves as a base that Plasma packages can depend on to ensure coordinated transitions of all Plasma packages.

To do so the plasma-version binary package ships a Provides: plasma-version-base-MAJOR.MINOR virtual package where MAJOR and MINOR represent the main plasma release that we want all installed Plasma packages to match. Plasma packages can then depend on the plasma-version-base-MAJOR.MINOR matching their main Plasma version.

Plasma packages are recommended to use dh-sequence-plasma to automatically inject the correct plasma-version-base-MAJOR.MINOR dependency based on the upstream version, instead of trying to do it manually.
