Mercurial-related behaviour for Dist::Inkt

Dist::Inkt::Role::Hg extends the perl distribution builder Dist::Inkt with the following features:

 * Prevents a release from being built if there are uncommitted changes.
 * Does an << hg tag >> and `hg push` after release.
