GRIB and BUFR enecoding/encoding software library

ecCodes is the ECMWF encoding/decoding software for GRIB and BUFR.

It is a replacement for the grib-api and emoslib libraries.

ECMWF is the European Centre for Medium-Range Weather Forecasts.
