discover devices responding on TCP port 30303

This Python library discovers devices on the local network that respond on TCP port 30303. It probes hosts on the network and identifies those that expose a service on this port, allowing applications to locate compatible devices automatically.

The library is intended for use by software that needs to find hardware providing services on port 30303 before interacting with it for status queries or control operations.
