lexer similar to Lex/Flex - cli

Nex is a lexer similar to Lex/Flex that:

 * generates Go code instead of C code
 * integrates with Go's yacc instead of YACC/Bison
 * supports UTF-8
 * supports nested _structural regular expressions_.
