GRIB decoding/encoding software (utilities)

ecCodes is the ECMWF encoding/decoding software for GRIB and BUFR.

This is a useful set of command line tools to give quick access to grib messages.

ECMWF is the European Centre for Medium-Range Weather Forecasts.
