Binary JData (BJData) encoder/decoder for python 3

The BJData spec is derived from the Universal Binary JSON (UBJSON, http://ubjson.org) specification (Draft 12) developed by Riyad Kalla and other UBJSON contributors. This python module implements BJData Spec V1 Draft 1. It was drived from py-ubjson module developed by Iotic Labs Ltd. (https://github.com/Iotic-Labs/py-ubjson)
