agregador de prefixo CIDR IPv4

Recebe uma lista de prefixos no formato convencional na entrada padrão (stdin) e realiza duas otimizações para reduzir o tamanho da lista de prefixos. Ele remove quaisquer prefixos informados que são supérfluos por que já foram incluídos em outro prefixo informado (e.g., 203.97.2.0/24 seria removido se 203.97.0.0/17 também fosse informado), e identifica prefixos adjacentes que podem ser combinados sob um único prefixo de menor tamanho (e.g., 203.97.2.0/23 e 203.97.3.0/24 podem sem combinados em um único prefixo 203.97.2.0/23).
