aRts Output plugin for xmms

This plugin connects xmms to aRts, KDE's sound server, so its output will be mixed with your KDE system sounds and the output of other aRts programs, rather than conflicting with them.

This is Haavard Kvaalen's rewrite, which works with aRts 1.2 (KDE 3.2).
