* The header files are now in an unversioned directory again and according
to upstream it was never a goal to make the devel packages coinstallable,

As a consequence the devel package is renamed to libsvnqt-dev again and
has a Conflicts/Replaces against libsvnqt4-dev to ensure proper upgrades
from the previous upload.
