  * Fix permissions on /etc/cgiirc: The config can contain
    a password.
  * Do not install interfaces/interface-make, it's not
    needed, and
    - Yielded a lintian warning.
    - Adds unnecessary stuff in cgi-bin.
  * Read config from /etc/cgiirc or the old place. Let's us
    kill the symlink in the old place.
  * Recommends: httpd, decode.pl can be used standalone.
  * Add multi-ipaccess patch.
  * Add 50_viewconnects-times.dpatch.
  * Do not any more install .htaccess in usr/lib/cgi-bin/cgiirc/, we
    don't have the config there any more.
